About Gene
​
Gene is a seasoned human resources executive with extensive experience in human resources and labor relations matters, and he possesses over 20 years of management experience in both public and private organizations with proven leadership and organizational development skills to enhance employee performance and improve business results. As President of one of California’s leading HR organizations, Gene has earned a professional reputation as a trusted advisor to other chief executives and elected officials, as well as respect by labor and union representatives.
In addition, Gene’s well-rounded experience as a HR practitioner provides our firm’s clients with a full spectrum of HR services, including talent acquisition, classification and compensation, employee leaves and benefits, employee and labor relations, workplace investigations, disability compliance, occupational health and safety, risk management, and workers' compensation functions.
As our firm’s Managing Director, Gene oversees and directs the operations of Boucher Law, including: finance, accounting, human resources, payroll, business development, and public relations. He works closely with our firm’s Managing Attorney and Senior Practice Leaders to ensure that we provide exceptional service to our clients.

Executive & Leadership Advisory Services
Gene provides high-level executive and leadership advisory services to a broad range of clients for both public and private sector employers, including City Council and Board leadership support, retreat and meeting facilitation, executive searches and performance evaluations, and coaching and mentoring for executives. In recognition of his leadership and business achievements, he was named 2023’s Most Inspiring Business Leaders by CXO Outlook.
Workplace Investigations
As an experienced workplace investigator, Gene has conducted investigations related to workplace misconduct, sexual harassment, race discrimination, retaliation, sexual orientation harassment, theft, fraud, favoritism, misconduct, and abusive conduct. Gene completed extensive training from the Association of Workplace Investigators and passed the rigorous examination to earn the Certificate Holder (AWI-CH) credential.

Mediation

In addition to his advocacy skills, Gene has completed successfully the requisite training to serve as a mediator in compliance with Sections 466 - 471.5 of the Business and Professions Code. Gene has successfully utilized his mediation training to achieve settlements on labor and employment matters.

Coaching & Mentoring
Gene’s wealth of knowledge, both as a HR practitioner and a seasoned executive, has allowed him to effectively coach and mentor managers and supervisors on sound management skills and practices, particularly, within a union environment, as well as to develop the next generation of HR professionals. His ability to relate to everyday challenges faced by managers and supervisors has allowed him to work closely with our firm’s clients to provide one-on-one coaching and mentoring.
Training
As a seasoned trainer, Gene has provided training and speaking engagements on a variety of labor and employment topics including labor relations, collective bargaining, workplace investigations, required sexual harassment/abusive conduct training, leaves of absence, disability accommodation and the interactive process, and employee misconduct and discipline. He also developed a leadership academy for aspiring as well as new supervisors and managers to equip them with core management skills for success.
Education
Gene graduated with a Bachelor of Arts degree from the California Coast University. He is a Society of Human Resources – Senior Certified Professional (SHRM-SCP), and he is also a Certified Labor Relations Master (CLRM) by the California Public Employers Labor Relations Association (CALPELRA).

Gene currently serves as President of the Association for California Governmental Human Resources Professionals (CalGovHR), California’s premier and leading HR organization dedicated to the development of public sector and nonprofit HR professionals.
