Boucher Law Serves as Faculty at CalGovHR's Inaugural Labor Relations & Negotiations Institute in Las Vegas




The Boucher Law team proudly served as faculty at CalGovHR's inaugural Labor Relations & Negotiations Institute in Las Vegas between September 24 - 27, 2024, along with attorney Jason Ewert from Mastagni Holstedt, A.P.C. and Factfinding Panel Chair, Mediator and Arbitrator, Loretta van der Pol. This unique Labor Relations & Negotiations Institute offers an in-depth training and “hands on” training experience for those who are interested in learning the different aspects of labor relations, including an overview of the various labor relations statutes, what a memorandum of understanding (MOU) consists of, the labor negotiations process, grievances and arbitration, how mediation works to resolve labor disputes, unfair labor practices, and concerted activity and strikes. In addition, union side instructors will also provide pointers on tips in achieving collaborative management-labor relationships, understanding how unions work, and their unique perspectives when disagreements occur, so attendees walk away with a balanced and complete perspective of effective labor relations.


In just three days, we covered a variety of topics including:


  • Overview of California Public Sector Labor Relations Statutes

  • The Memorandum of Understanding

  • Grievances and Arbitration

  • A Primer on How Mediation Works

  • Understanding How Unions Work

  • Labor Negotiations

  • The Public Employment Relations Board

  • Unfair Labor Practices

  • Concerted Activity and Strikes

  • Getting to “Yes”


In addition, we also held a mock arbitration where attendees gained “hands on” experience working as either a labor or management advocate, and worked with the faculty to put on a mock arbitration, presided by a Arbitrator van der Pol. Congratulations to Team Jason for taking home the champion title for 2024!
